QUALIFICATION AND EXPERIENCE (REQUIREMENTS):

• Minimum National Diploma in business management/engineering or above

• Minimum 10 years’ experience in HSE or in its related field

• Attended and passed a recognized course in the management of HSE, as below:

- NEBOSH International General Certificate

- HSE familiarization for senior staff

- Supervising HSE

- IMS-5 competent worksite supervisor  

- INS-1 on incident & investigation reporting

- HIT on hazards identification training

- BSP HSE Induction

- BLNG HSE Induction

PRIMARY OBJECTIVES:

Provide HSE support service for the IDT Project Portfolio, including managing and coordinating all HSE interfaces with the main contractor and subcontractors throughout the project.

ROLES AND RESPONSIBILITIES:

• Lead and support the implementation of HSSE Objectives, Plans and Programs aligned with company and client’s standard.

• Oversee and ensure safe execution of construction activities across all work fronts

• Preparing of HSSE Procedures (if required) and other HSSE policies and ensuring those are followed at site during construction and commissioning by construction contractors.

• Ensure full compliance with approved HSE plans, procedures, regulatory requirements, and BLNG/Shell HSSE standards.

• Support the project team in achieving defined HSE objectives and KPIs through active monitoring, assurance, and intervention.

• Identify, assess, and mitigate HSE risks in hazardous areas.

• Drive strong HSE leadership and culture across contractors and subcontractors to ensure safe and incident-free execution.

• The overall intent is to ensure safe, compliant, and efficient delivery of work activities in a high-risk construction environment.

• Additionally, divert from basic to enthusiastic HSE culture that delivers positive commitments, which engage all employees’ levels for continuous performance improvement. These include:

• Developed a new system on two (2) communication on toolbox talk meeting.

• Ensure PAKAT monitoring system in place for continuous improvements, which strengthen BLNG HSE Management system inclusive of SOS.

• Involve in developing Project HSE strategy for the quality of its business & requirements where a monitoring system is in place to analyze the trend of its effectiveness.

• Advised on HSE training needs (if applicable) for each department, contractor & operations.

• Monitor the KPI trend on the implementation of the HSE objectives.

• Manage incident/accident cases – expertise.

• HSE Audit to be carried out on site prior to projects & Engineering activities
